Security

According to Article 29 of the Law of the Republic of Kazakhstan On Specially Protected Natural Territories: in order to prevent and eliminate harmful effects on the environment, protection and protection may be carried out in specially protected natural territories.

 

Security includes:

  • patrolling the territory, including with the use of land and air transport, in order to prevent violations of the legislation of the Republic of Kazakhstan in the field of specially protected natural territories;
  • fire prevention, detection and elimination;
  • protection of water from pollution, clogging and depletion.

 

Protection includes:

  • prevention and elimination of harmful effects of water;
  • plant protection, timely detection of foci of harmful insects and forest diseases and control of them, sanitary and other logging (clearing forests in connection with the construction of roads, when laying glades, creating fire breaks);
  • ensuring sanitary and epidemiological welfare of the population and veterinary monitoring, regulating the number of animals in order to prevent epidemics and epizootics;
  • protection of land from erosion.

Fire prevention, detection and liquidation are carried out in accordance with the requirements of regulatory legal acts of the Republic of Kazakhstan in the field of fire safety.

Protection is carried out taking into account the type of protection regime of specially protected natural territories on the basis of recommendations from scientific organizations and with the permission of the central executive bodies in charge of these territories.

The director of the reserve is the chief State inspector for the protection of its territory.

 

The State inspector of the reserve within the boundaries of its territory and the protected zone has the right:

  • to check the permission of persons staying in specially protected natural areas for the right of stay;
  • to visit the facilities of individuals and legal entities located on the territory of an environmental institution and its protection zone in order to monitor compliance with the requirements of the legislation of the Republic of Kazakhstan;
  • submit statements of claim to the court upon detection of violations of the legislation of the Republic of Kazakhstan in the field of specially protected natural territories, protection, reproduction and use of wildlife, forest legislation of the Republic of Kazakhstan on termination or prohibition of activities of individuals or legal entities in accordance with the laws of the Republic of Kazakhstan;
  • to determine the extent of damage caused as a result of violation of the legislation of the Republic of Kazakhstan in the field of specially protected natural territories, protection, reproduction and use of wildlife, forest legislation of the Republic of Kazakhstan, and on the basis of this to make claims to the perpetrators for voluntary compensation for this damage or to sue in court;
  • to draw up acts of state inspectors and send materials to the relevant state bodies for taking measures in cases of detection of violations of the legislation of the Republic of Kazakhstan in the field of specially protected natural territories, protection, reproduction and use of wildlife, forest legislation of the Republic of Kazakhstan;
  • detain persons in a specially protected natural territory, its protected zone, who have violated the legislation of the Republic of Kazakhstan in the field of specially protected natural territories, protection, reproduction and use of wildlife, forest legislation of the Republic of Kazakhstan, and deliver them to law enforcement agencies;
  • stop vehicles and floating vehicles in a specially protected natural area, in its protected area, and inspect them;
  • to seize from individuals and legal entities that have violated the legislation of the Republic of Kazakhstan in the field of specially protected natural territories, protection, reproduction and use of wildlife, forest legislation of the Republic of Kazakhstan, firearms, illegally obtained products and tools for its extraction, vehicles and floating vehicles in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
  • for the storage, carrying and use of special means and service weapons in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
  • to wear uniforms with insignia (without shoulder straps) in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

 

Any activity that contradicts the objectives of the reserve and the regime of special protection of its territory is prohibited on the territory of the reserve

It is prohibited in the protected area:

  • actions that change the hydrological regime of the territory;
  • construction of buildings (structures and constractions), roads, pipelines, power lines and other communications and facilities not related to the operation of the state natural reserve;
  • geological exploration and mining;
  • disturbance of the soil cover, destruction of mineral outcrops and rock outcrops;
  • all types of forest management, including harvesting of food, medicinal and industrial plants, as well as their parts and derivatives, haymaking, cattle grazing and other uses of the flora that lead to a violation of vegetation cover, with the exception of sanitary logging necessary for the implementation of forest protection measures;
  • hunting and fishing;
  • trapping and destruction of animals, violation of the environment and conditions of their habitat;
  • introduction of new species of plants and animals, carrying out measures to increase the number of individual animal species above the permissible natural capacity of the land;
  • collection of collectible materials, except for the formation of collections of the state nature Reserve;
  • the use of chemical and biological methods to control pests, plant and animal diseases, as well as to regulate the number of animals;
  • running pets;
  • noise and other acoustic effects of artificial origin exceeding the norms established by the authorized body;
  • an activity if it can lead to changes in the natural appearance of protected landscapes or a violation of the stability of ecological systems, or threatens the conservation and reproduction of especially valuable natural resources.

 

It is prohibited in the buffer zone:

  • creation of new settlements;
  • placement and operation of industrial facilities;
  • construction and operation of production facilities;
  • conducting geological exploration and development of minerals;
  • cabins of the main use;
  • introduction of new species of plants and animals;
  • actions that change the hydrological regime of the core zone and buffer zone;
  • other activities that may have an impact on the ecological system of the core zone.

 

It is prohibited in the security zone:

  • placement, design, construction and operation of facilities, introduction of new technologies that have a harmful effect on the ecological systems of the state natural reserve;
  • release into the atmosphere and discharge into open water sources and onto the terrain of pollutants and wastewater;
  • mining;
  • hunting;
  • disposal of radioactive materials and industrial waste;
  • activities that can change the hydrological regime of the ecological systems of the state natural reserve (construction of dams, dikes, hydraulic structures and other facilities that lead to the cessation or reduction of natural water flow);
  • introduction of alien species of wild animals and wild plants;
  • other activities that may have a harmful effect on the ecological systems of the state natural reserve.
